Instructions
Soak rice noodles in very hot water for 1-2 minutes, then drain.
Cook beef in a skillet until browned, then add vegetables and salt; cook until softened. Add garlic and cook 1 minute.
Mix soy sauce, hoisin, pepper, sugar, lime juice, sambal oelek, and cornstarch; whisk with starchy water.
Add sauce to beef and vegetables; simmer until thickened. Toss in noodles and basil, adding starchy water as needed.
Notes
Adjust sambal oelek and soy sauce to taste for more heat or saltiness.
