Instructions
Sauté onions, celery, and garlic in olive oil until softened.
Add ground beef and cook until browned; stir in vegetables, tomato paste, herbs, Worcestershire sauce, and broth. Simmer until thickened.
Meanwhile, boil potatoes until tender; mash with sour cream, salt, pepper, and paprika.
Spread mashed potatoes over beef mixture in skillet; top with cheddar and parmesan cheeses.
Broil briefly until cheese melts and bubbles. Serve hot.
Notes
