Instructions
Heat oil in a pan until hot. Mix chili flakes, garlic, green onions, sesame seeds, and sugar in a bowl. Pour hot oil over and stir in soy sauce and water. Set aside.
Soften rice paper in water, stack, brush with oil, and cut into strips. Toss strips in sauce.
Garnish with cilantro and cucumber slices. Serve immediately.
