Instructions
Boil potatoes and cauliflower until fork tender, then drain.
Mash potatoes and cauliflower with milk, butter, parmesan, garlic powder, onion powder, and salt.
Saute onions, mushrooms, and carrots in olive oil; add ground beef and brown.
Add broth, tomato paste, Worcestershire, and rosemary; simmer 8-10 minutes.
Stir in peas, top with mashed potatoes, and bake at 400°F for 25-30 minutes until golden.
Notes
Let the pie rest for 5-10 minutes before serving to set.
