Instructions
Brown the ground beef in a large pot. Add onion and cook until soft.
Add garlic and spices; cook for 1 minute. Stir in tomatoes, broth, tomato paste, sugar, and Worcestershire. Simmer 30-40 mins.
Add kidney beans and simmer 15 mins. Meanwhile, cook fries until crispy.
Make cheese sauce: melt butter, whisk in flour and spices, add milk, simmer until thickened, then stir in cheese.
Layer fries, chili, and cheese sauce. Season with salt and pepper. Serve immediately.
