Instructions
Preheat oven to 350°F and spray a 3-quart casserole dish.
Cook beef and onions until browned; add garlic and cook 2 more minutes. Drain excess fat.
Add tomatoes, enchilada sauce, beans, corn, rice, and seasonings; simmer 10 minutes.
Transfer mixture to dish, top with cheese, and bake until bubbly. Garnish with cilantro and green onions before serving.
Notes
For a spicier kick, add more red pepper flakes or hot sauce.
